Job Role: Information Governance Officer (Freedom of Information/Data Protection/Corporate Records)

To act as a web editor to ensure the client’s website has relevant, up to date and accurate information as identified in the Publication Scheme,

To provide support in ensuring the client meets its requirements under the Data Protection Act 1998 (DPA) and in relation to the processing of subject access requests, Police and Solicitor requests.

Support as directed in liaising with Managers and staff across our clients’ various departments to ensure that Corporate Record Management policies and procedures are adhered to and implemented.

The Information Governance Officer will work within the Information Department. The Department has workflow responsibilities including Information Governance, Informatics and Clinical Audit functions

Location - Belfast

Hours of Work - Mon - Fri, 9am-5pm

Salary - £12.74 Per Hour

Contract - Until Further Notice

What the role entails:

  • Receive and record, acknowledge, respond to and collate the information required to answer an information request within the boundaries of the Freedom of Information Act 2000 (FOIA), the Environmental Information Regulations 2004 (EIR) and DPA.This will include requests from members of the public, patients, Police Service of Northern Ireland, Coroner, and other agencies as required. This will include aspects of data inputting, sourcing Command and Control records and downloading 999 calls which may be of a distressing nature

  • To review the FOI, EIR and DPA policies and procedures as and when required

  • Provide advice and assistance to applicants in order to discharge the responsibilities enforceable by the Information Commissioner. This may include:
  • Guidance on how to access information from the client under the general right of access and the publication scheme
  • Explain the basis upon which any charges of fees have been levied or exemptions applied
  • Suggest other routes through which applicants may wish to access information (particularly via the client website) and including other public authorities

  • Communicate to client staff the importance of document control, negotiating implementation system and motivating and supporting staff to achieve standards compliance.

  • Communicate sensitive information and performance and change to the client’s staff in a range of media that support confidentiality and compliance.

Essential Criteria:

Practical/operational experience of information requests management and records management

  • A relevant degree and a minimum of 1 years’ experience in an information governance function with expertise in freedom of information, data protection and records management

OR

A relevant professional qualification in information governance related area or

equivalent and a minimum of 2 years’ experience in freedom of information, data protection and records management

OR

A minimum of 4 years’ experience in an information governance function including freedom of information, data protection and records management, 2 years of which must be at Band 4 or above (or equivalent)

  • Experience and understanding of information governance issues in an organisational environment
  • Excellent verbal and written communication skills, and the ability to communicate effectively at all levels
  • Interpersonal skills to interface with staff, patients, public and other relevant stakeholders as required
  • Confident, enthusiastic and self-motivated, able to work independently and as part of a team
  • Able to work under pressure and manage priorities and workload appropriately
  • Committed to ongoing training to support job role and develop self
  • Positive attitude towards learning and development of self and others through continuing personal development
  • Knowledge or experience of the requirements of the Freedom of Information Act 2000
  • Knowledge or experience of the requirements of the Data Protection Act 1998 and future legislative requirements relating to General Data Protection Regulations

Desirable Criteria:

Experience of statutory policies, procedures and Regulations in relation to Data Protection, Freedom of Information, Records Management and wider Information Governance agenda

Specialist qualification in an Information Governance area
