About the Role:

MPA Recruitment, on behalf of the Northern Ireland Housing Executive (NIHE), is recruiting for an experienced Quantity Surveyor to join their team.

The successful candidate will provide commercial and quantity surveying support across NIHE's investment programme, helping to ensure contracts are effectively administered, budgets are managed and projects deliver value for money.

The role will involve working closely with contractors, consultants and internal stakeholders, providing advice on contract terms, commercial risks, budgets, performance and contract administration.

Key Responsibilities:

• Provide support on the interpretation and application of contract terms and conditions.
• Help manage commercial risk and ensure payments are made in accordance with contractual obligations.
• Provide advice on contract strategies to reduce risk and improve performance.
• Support the affordable delivery of NIHE's investment programme.
• Monitor and manage budgets, including forecasting, cash-flow projections and expenditure.
• Undertake regular benchmark reviews and monitor financial performance.
• Receive and evaluate tenders and quotations, checking prices and associated documentation.
• Prepare agreements and contracts as required.
• Administer construction contracts to ensure value for money and minimise risk to NIHE.
• Develop and maintain effective working relationships with contractors and consultants.
• Monitor the progress of works and support regular dialogue with contractors and consultants.
• Raise appropriate certificates and instructions for issue to contractors and consultants.
• Ensure scheme paperwork is processed accurately and within required timescales.
• Maintain accurate information on relevant IT systems to support effective performance monitoring.
• Monitor project performance against agreed targets, standards and procedures.
• Identify and support the management and mitigation of commercial and project risks.
• Provide technical advice and guidance on construction and contract-related matters to relevant stakeholders.

What We’re Looking For:

Essential Criteria:

Applicants must meet one of the following:

• A Bachelor's Degree or equivalent tertiary-level qualification in Quantity Surveying or a related discipline, plus at least 2 years' relevant post-qualification experience;
  OR
• A BTEC Higher or equivalent qualification in a construction-related discipline, plus at least 3 years' relevant post-qualification experience;
  OR
• At least 3 years' relevant working experience in a construction-related discipline.

Candidates must also demonstrate relevant experience in at least seven of the following areas:

• Commercial knowledge in the planning and delivery of investment programmes.
• Experience of construction contracts and their effective administration.
• Commercial understanding of value-for-money drivers within construction.
• Responsibility for designated budgets and ensuring appropriate financial controls are maintained.
• Collection, analysis and reporting of performance statistics covering performance, quality and cost data, including benchmarking.
• Producing, recording and monitoring performance reports to ensure KPIs are achieved.
• Providing technical advice and guidance on planned maintenance and contract-related matters to a range of stakeholders.
• Implementing and monitoring policies, processes and procedures to ensure compliance.
• Ensuring compliance with relevant standing orders and procedures.
• Working knowledge of the NEC3 Suite of Contracts.
• Ensuring projects are effectively managed and delivered against agreed targets, standards and procedures.
• Identifying risks, supporting the maintenance of risk registers and implementing appropriate risk mitigation measures.
