Location: Belfast
Hours: 37 hours per week (Monday to Friday: 9am to 5pm) with 30min lunch.
Salary: £23.37 per hour

About the Role:
MPA Recruitment, on behalf of the Northern Ireland Housing Executive, is recruiting for a Contract & Performance Manager (Civils) to join their team in Belfast.
The post holder will be responsible for supporting the effective management and performance of civil engineering-related contracts and services within a social housing environment.
The role will involve carrying out civil engineering inspections, providing professional advice and guidance, monitoring performance and preparing reports for Senior Management. The successful candidate will work closely with internal teams, contractors and other stakeholders to ensure that works and services are delivered effectively and in line with required standards.
This is a city-centre based role with regular site visits and inspections within a social housing setting.
Key Responsibilities:
- Carry out civil engineering inspections within a social housing environment.
- Monitor contract performance and service delivery against agreed standards and requirements.
- Provide professional civil engineering advice and guidance to colleagues, contractors and stakeholders.
- Identify and report issues arising from inspections and contract performance.
- Prepare accurate reports and provide updates and recommendations to Senior Management.
- Support the effective management and monitoring of civil engineering contracts.
- Work closely with contractors and internal teams to ensure services and works are delivered effectively.
- Monitor performance, quality and compliance and highlight any areas requiring attention.
- Maintain accurate records and documentation relating to inspections, contracts and performance.
- Provide technical advice and support in relation to civil engineering matters.
- Contribute to the continuous improvement of contract and performance management processes.
- Carry out other duties appropriate to the role and level of responsibility.
What We’re Looking For:
Essential Criteria:
- A Degree in Civil Engineering is essential.
- Demonstrable experience in civil engineering, contract management, performance management or a related professional environment.
- Minimum 5 years' relevant experience.
- Experience of carrying out inspections and/or assessing works within a civil engineering or construction environment.
- Experience providing professional advice, guidance and reporting to Senior Management.
- Strong communication and interpersonal skills.
- Excellent organisational skills with the ability to manage competing priorities.
- Strong attention to detail and ability to produce accurate reports.
- Management skills and experience of managing staff or teams.
- Full clean driving licence with access to own vehicle.
Desirable:
- Chartered status/professional registration in Civil Engineering.
- Experience working within a public sector or social housing environment.
- Experience in contract and performance management.
Additional Information:
- A Basic Access NI Check is Required at a cost of £16.
- The position will involve civil engineering inspections within a social housing setting, therefore travel to various locations will be required.
