About the Role:

On behalf of our client, MPA Recruitment is seeking to appoint a Neighbourhood Officer based in Carrickfergus.

This is an exciting opportunity to play a key role in supporting local communities and maintaining high standards across housing estates and neighbourhoods. The successful candidate will be responsible for carrying out estate inspections, supporting vulnerable tenants, monitoring environmental issues, and building positive relationships with residents and community representatives.

Working within a busy and varied environment, you will contribute to the effective management of neighbourhoods while ensuring excellent customer service is delivered at all times.

Key Responsibilities:

Estate Management

  • Carry out Health and Safety inspections within communal areas of low, medium, and high-rise properties.
  • Visit elderly and vulnerable tenants to assist with reporting repairs and identifying support needs.
  • Monitor vacant commercial properties and report any issues or concerns.
  • Undertake estate inspections and identify areas requiring improvement or intervention.

Environmental Management

  • Work closely with grounds maintenance teams and office staff to address environmental concerns.
  • Monitor and report issues relating to bonfires, traveller sites, fly-tipping, and open spaces.
  • Support initiatives to improve the appearance and safety of neighbourhood environments.
  • Ensure environmental concerns are escalated and addressed appropriately.

Community Development

  • Monitor and respond to minor nuisance complaints and low-level anti-social behaviour.
  • Conduct estate-based inspections in partnership with community representatives and stakeholders.
  • Develop and maintain positive relationships with local residents, community groups, and partner organisations.
  • Promote community engagement and encourage resident participation in neighbourhood initiatives.

Customer Service & Administration

  • Provide a professional and customer-focused service to tenants, residents, and stakeholders.
  • Maintain accurate records, reports, and inspection documentation.
  • Deal appropriately and sensitively with customers in challenging situations.
  • Support the wider team with administrative and operational duties as required.

What We’re Looking for?

Essential Criteria

Applicants must demonstrate one of the following:

  • BTEC National Certificate (or equivalent Professional or Technical Qualification - Level 3) plus at least 1 year's relevant customer service or general administrative experience

OR

  • Five GCSEs (or equivalent qualification - Level 2) plus at least 2 years' relevant customer service or general administrative experience

OR

  • 3 years' relevant customer service or general administrative experience (candidates without formal qualifications will also be considered)

In addition, applicants must demonstrate:

  • Excellent customer service skills and experience dealing appropriately with customers in challenging environments
  • Strong listening and communication skills
  • Attention to detail and effective organisational abilities
  • Knowledge of delivering and supporting customer-focused services
  • Ability to work independently and as part of a team
  • Strong conflict resolution and problem-solving skills
  • A customer-focused and empathetic approach

Other Requirements:

  • Possess a current driving licence or have access to a suitable form of transportation to meet the requirements of the role
