​Job Title: Assistant Finance Projects and Reporting Manager - 3670

On behalf of our Client, the Northern Ireland Housing Executive, MPA Recruitment welcomes suitable applications for the role of Assistant Finance Projects and Reporting Manager in the Belfast Area.

Location: Adelaide Street, Belfast

Hours of work: Monday to Friday (9am-5pm)

Salary range: £17.12

Your Duties:

1. To support the Finance Projects and Reporting Manager to ensure the effective and efficient delivery of Financial Systems Development and provide a lead role in systems projects and financial reporting within the Finance Division.

2. To carry out project work as directed by the Finance Projects and Reporting Manager using the principles of good project management and in line with Housing Executive practice.

3. Proactively explore opportunities to develop and expand the service provided with the aim to continually ensure high quality assurance processes, systems, customer service and or management information etc.

4. To deliver appropriate training to the Finance Division as and when required.

5. To assist in the management the Finance Systems and Compliance team according to the principles of performance management, attendance management and personal development.

Financial Reporting

6. To assist to define and clarify financial reporting requirements and assist with specifications.

7. To develop and test appropriate reporting solutions and provide feedback to the reporting team.

8. To develop and produce reports and financial information via Business Objects and Power BI to present to senior management.

9. To liaise with key stakeholders e.g. IT Department, other members of the Finance Division to help create efficiencies and ensure data integrity.

10. To assist in prioritisation and tracking of reporting requests.

Systems Development

11. To undertake specific projects to review, analyse and document existing information systems, procedures and processes.

12. To investigate and identify opportunities for improvement and re-engineering throughout the Finance Division.

13. To undertake a lead role in implementing solutions leading to improved systems and processes.

14. To provide ‘Project Support’ for all ongoing projects and assist in preparation of project plans and documentation in line with the requirements of PRINCE2 project management methodology.

15. To undertake a lead role in the preparation and maintenance of systems documentation for all new systems implemented by the Finance Systems and Compliance team.

Integrated Financial Management System Support

16. To provide support in the routine management of the integrated financial management system by ensuring that all interfaces and routines are successfully executed in a timely manner.

17. To utilise desktop productivity tools and report writing software to provide reports to meet the information needs of users of the integrated financial management system.

18. To undertake a lead role in managing system security by ensuring that access to the integrated financial management system and the profiles generated are adequately controlled to ensure that the risk of fraud is minimised.

19. To assist in the maintenance and ongoing development of the Chart of Accounts coding structures within the finance system.

Ancillary System Support

20. To provide support in the routine management of other systems and databases including the payroll system and the travel & subsistence system.

Your Profile:

Applicants must provide evidence by the closing date for application that they meet the following essential criteria:

Possess either

1.

a) A degree or equivalent level qualification in a relevant subject (such as IT or accounting) and a minimum of 1 years' relevant experience in a Business Improvement / Financial Systems environment. or

b) Foundation papers of a CCAB Accounting Body and a minimum of 2 years' relevant experience in a Business Improvement / Financial Systems environment. or

c) Can demonstrate equivalent continuing professional development/experiential learning and a minimum of 3 years’ working within a Business Improvement / Financial Systems environment.

2. Can demonstrate significant relevant experience of experience of:

• Developing financial reports for Senior Management to tight timescales using Business Intelligence Tools e.g. Business Objects/PowerBI.

• Taking a lead role in significant business improvement projects.

3. Candidates must also demonstrate significant relevant experience in at least 2 of the following areas:

a) Experience in the implementation and/or development and/or maintenance of financial management systems.

b) Experience in developing Complex Excel spreadsheet models to suit business requirements.

c) Experience in implementing new business processes within a Finance environment, ensuring appropriate controls and enhancing efficiency and effectiveness.

Desirable

Experience of using a Project Methodology to manage a project. e.g. PRINCE2

Additional Information:

• A Basic Access NI Check is Required at a cost of £16.

• Full time, Temporary, 13-week contract initially.
