Job: Senior Accountant - Members & Payroll

On behalf of our public sector Client based in the Greater Belfast area, MPA recruitment welcome suitable applications for the role of a Senior Accountant.

This role has responsibility for several key functions within the Finance Office, including the supervision of payroll processes, pension administration and the administration of the members’ salaries and expenses. This includes offering advice and support to members and overseeing the approval and payment of all members’ expenditure claims.

Salary: £23.88ph

Hours of work: 37.5 hours per week, Monday to Friday (flexible working hours between 8am & 6pm)

The main duties and responsibilities of the role:

  • Supervising the team in delivering a full range of services to Members (including payroll bureau services, pension administration and invoice payment services)
  • Producing the Annual Accounts for the Members’ Pension Scheme
  • Overseeing engagement with HMRC on matters of payroll tax compliance, for Members and Secretariat staff.
  • Assisting in the annual budget setting process by preparing the annual budgets for Member related costs for inclusion in the budget; preparing monthly forecasts for payroll and Member related costs, analysing and resolving any variances identified.
  • Supervising monthly accounting procedures, including balance sheet reconciliations, bank reconciliations, accruals and prepayments preparation, journal preparation and HMRC returns.
  • Assisting the Secretariat Senior Accountant with the preparation of the Assembly Commission’s Annual Report and Resource Accounts. This may include, but not be limited to undertaking balance sheet reconciliations, resolving reporting and costing issues, supervising all of the year end compliance checks required on payments to Members and liaising with Actuaries and the pensions administrators to obtain information required for disclosure.
  • Providing high quality, reliable, accurate and timely financial information and technical advice on policies to internal and external stakeholders.
  • Managing the contracts for insurance brokering, pension administration and audit services.
  • Establishing and maintaining close effective working relationships with a broad range of stakeholders including, as appropriate, government departments, pension administrators, insurance brokers, the Internal Audit team and the Audit Office.
  • Line management of a team, who often have to work to tight deadlines to produce accurate high-quality information for senior management.
  • Undertaking other duties as the Head of Finance may reasonably direct;
  • Complying with all the staff policies and procedures including Equal Opportunities and Dignity at work policies and procedures.

Criteria:

Applicants must, by the closing date for applications have:

  • Successfully completed the professional examinations and be a full current member of one of the Consultative Committee of Accountancy Bodies listed below:

  • The Chartered Institute of Management Accountants.
  • The Institute of Chartered Accountants in Ireland.
  • The Institute of Chartered Accountants in Scotland.
  • The Institute of Chartered Accountants in England and Wales.
  • The Association of Chartered Certified Accountants; or
  • The Chartered Institute of Public Finance and Accountancy.

AND

  • At least two years’ post qualification* experience of preparing financial or management accounts for a public, commercial or voluntary sector organisation in accordance with the IFRS regime as adopted by the UK;

AND

  • At least two years’ post qualification experience of preparing, managing and monitoring budgets and reporting on the allocation of resources for a public, commercial or voluntary sector organisation.

AND

  • At least two years’ experience of processing payroll or managing and leading a payroll and pension team.

* “Post-qualification” experience will be deemed to have commenced from the date on which applicants are admitted to full membership of one of the professional bodies referred to at 1 above, having fully satisfied all the criteria for membership.
