Job Title: Geographical Information Systems (GIS) Analyst

On behalf of our Client, the Northern Ireland Housing Executive, MPA Recruitment welcomes suitable applications for the role of Geographical Information Systems (GIS) Analyst in the Belfast Area.

Level 6 grades are expected to carry out a variety of tasks; these include the day to day conduct of the organisation within the framework of established policy; management of individual sections within a department or division; detailed case work which is outside the limit of authority or established policy and procedures for more junior levels; investigations, inspection and administrative research (involving judgement, interpretation and the exercise of discretion);contributions to the formulation of policy; co-ordination and improvement of the day to day operation of the Housing Executive and provision of advice to the senior officers of the Housing Executive when required.

Location: Adelaide Street, Belfast.

Hours of work: 37.5 hours per week (Monday to Friday: 09.00am to 5pm)

Salary range: £16.12

Closing Date: 19th December 2023

Main Purpose:

The GIS Analyst will assist in the strategic development of GIS in coordination with the NIHE Corporate IT Strategy, including the development and implementation of the IT Strategy recommendations via the provision of GIS services, project management, application development, data management & analysis and customer advice, consultancy, and training.

 

Key Responsibilities:

Geographical Information Systems

1.      To assist in the management and maintenance of the corporate GIS software infrastructure (ESRI).

2.      Liaise with the Corporate GIS software supplier (ESRI) and the Strategic Partner (IT Assist) and other external partners in the delivery of GIS end products and support services.

3.      Utilise GIS technology as an aid to effective decision making within NIHE including information retrieval, spatial analysis, digital mapping, and presentation.

4.      Assist the identification, assembly and storage of geographic data and digital mapping. Establish procedures, standards and policies for the design and maintenance of spatial databases. Develop and maintain master datasets aligned with Pointer.

5.      Help to co-ordinate and manage the provision of GIS services to the key stakeholders and customers internally and externally. Assist in the provision of a GIS helpdesk and customer support services.

6.      Project Management responsibilities such as reporting to relevant Project/Programme and Corporate governance forums, and to other key project stakeholders using the Prince2 methodology.

7.      The preparation and maintenance of documentation in respect of Housing Executive GIS policy, procedures, and good practice.

8.     Identify the potential opportunities and efficiencies for the organisation because of new developments in GIS hardware, software and communications within a Strategy framework and action plan.

9.    Actively participate in all aspects of stakeholder engagement, consultation and communications for GIS service development.

10.  Represent the organisation at relevant conferences, seminars, and external meetings.

General

11.  To provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion, while ensuring timely escalation to the GIS Manager, when required.

12.  To ensure continued and effective working relationships with key internal and external stakeholders, and the wider IT team.

13.  To represent the GIS Manager as required and provide support and cover for the other team members as and when required to ensure resilience as far as practicable.

14.  To undertake the duties in such a way as to enhance and protect the reputation and public profile of NIHE.

15.  To comply with all NIHE frameworks, policies, and procedures, including but not limited to those relating to legal requirements such as equality, health and safety and information governance.

16.  To direct and signpost managers and officers to the appropriate source for issues outside the remit of this post.

17.  To assist with project work as directed by the GIS Manager using the principles of good project management and in line with NIHE practice.

18.  To keep up to date with latest developments in Geographical Information Systems technology and best practice and to ensure the range of services and activities undertaken by the GIS team are developed to incorporate updates in technology and best practice.

19.  To undertake any other duties which may be assigned to meet organisational need and the change agenda, and which are reasonably regarded as within the nature of the duties, responsibilities and grade of the post as defined.

Experience and Qualifications

Essential

Applicants must provide evidence by the closing date for application that they meet the following essential criteria:

1.       Post Graduate Diploma in HR Management or equivalent* Level 7 qualification

*Refer to Qualifications Framework for equivalencies

2.       Hold current professional membership of the Chartered Institute of Personnel and Development at Associate member (Assoc CIPD) or above

 

OR

Can demonstrate ability to obtain this within 1 year of commencement.

3.       Minimum of 3 years’ experience working in a Human Resources function providing professional advice and guidance to senior management on complex employee relations matters.

4.       Significant relevant HR experience in at least 4 of the following 5 areas:

a.      Managing Attendance

b.      Managing Grievance and/or Dignity at work cases

c.       Managing Disciplinary cases

d.      Developing HR Policy & Procedures

e.      Delivering HR projects in support of business objectives

5.       Fully conversant with employment legislation relating to employee relations.

 

6.       Can demonstrate:

·      Excellent planning and organisational skills

·      Ability to work accurately under pressure of multiple deadlines

·      Strong interpersonal and influencing skills

·      Strong customer orientation

·      Excellent attention to detail

Candidates may also be assessed against the relevant Senior Leader section of the NIHE Behavioural Framework.

 

7.       Possess a current driving licence or have access to a form of transport that will permit the candidate to meet the requirements of the post in full.

 

Experience and Qualifications

1.      Can demonstrate significant relevant GIS experience in 3 of the following areas:

·         Experience in developing and testing website technology using ArcGIS Online (JavaScript)

·         Customising ArcGIS for Desktop utilising Python, .NET, Java, or XML.

·         Innovation in the development and delivery of GIS services

·         Creation/Development/Management of spatial Databases in MS Excel, Access, or SQL Server.

·         Work in collaboration with internal and external stakeholders to develop GIS solutions in line with business requirements.

 

2.      Can demonstrate:

·         Proficiency with ESRI products including ArcGIS desktop versions 10+, ArcGISPro, Portal, ArcGIS Server, and ArcGIS Online solutions.

 

3.      Can demonstrate:

·         Excellent planning and organisational skills

·         Ability to work accurately under pressure to meet deadlines.

·         Good interpersonal and communication skills

·         Excellent attention to detail
