MPA Recruitment is delighted to invite applications for the role of Quantity Surveyor on behalf of our client, the Northern Ireland Housing Executive, based in Ballymena.
MPA Ballymena are offering an exciting opportunity for an experienced Quantity Surveyor to play a key role in the effective commercial management of NIHE's assets and in delivering high-quality Planned Works and Compliance-related investments across the region.
Key Responsibilities:
- Assist in the preparation of specifications, drawings, bills of quantities, and schedules of rates to support the tendering process.
- Apply expertise in quantity surveying software for project planning and costing.
- Provide advice on contract terms and commercial risk management, ensuring contract performance and value for money.
- Manage investment programme budgets, including benchmarking, forecasting, and cash flow monitoring.
- Receive, review, and evaluate tenders and quotations; prepare and administer contracts.
- Maintain regular engagement with contractors and consultants to monitor progress.
- Authorise work instructions and invoices within approved financial limits.
- Ensure timely and accurate processing of scheme-related paperwork.
- Provide technical advice to management and other teams.
- Support risk mitigation strategies and escalate non-compliance issues where necessary.
- Contribute to regional stock appraisals and regeneration initiatives.
Essential Criteria:
Candidates must meet one of the following qualifications:
- A degree or Level 6 qualification in a Building/Construction-related discipline + 1 year of relevant experience
OR
- A BTEC Higher or Level 5 qualification in a Building/Construction-related discipline + 2 years of relevant experience
OR
- Evidence of equivalent CPD/experiential learning + 3 years of relevant experience in a Building/Construction function.
Additional requirements:
- Must possess a valid driving licence or have access to suitable transport to fulfil the duties of the role.
Desirable Criteria:
Minimum 1 years of experience in:
- Commercial planning and delivery of a value-for-money construction programme.
- Managing budgets and financial controls under NEC3/NEC4 construction contracts.
