MPA Belfast are recruiting on behalf of their public sector client, Antrim and Newtownabbey Borough Council for a part-time Human Resources Officer based in Antrim.
Communicative English, both written and verbal,
Degree or equivalent in Human Resources, business or other relevant subject
Membership of the CIPD at post graduate level (Chartered or Fellow)
Two years relevant experience in a Human Resources function to include at least three of the following:
- Recruitment and Selection
- Employee Relations
- Learning & Development
- Equal Opportunities
- Managing Attendance
Strong organisational skills
Ability to prioritise and manage own work
Ability to work to strict deadlines
Good knowledge of employment legislation
The Job Role
Assisting with the successful implementation of the Human Resources Business Plan across the Council including effective implementation of all Human Resources Policies and ensuring maintenance of all Human Resources systems.
Undertaking projects in line with the Human Resources Business Plan as assigned by the Human Resources Manager and/or Head of Human Resources.
Managing the work of Human Resources Advisors and any other temporary employees to ensure the objectives of the Section are achieved.
Provide advice and assistance to ensure the consistent implementation of the disciplinary and grievance policies and procedures, attending hearings and appeals as the Human Resources representative and drafting correspondence as required.
Playing an active role in managing attendance through proactive management approaches, regular reporting and provision of professional advice and assistance to management.
Produce reports and statistics as required by management, committees and external agencies including reporting on key performance indicators.
Assisting in matters regarding job evaluation and re-grading of posts.
Comply with, and ensure that other staff comply with, Council’s policies and procedures including those relating to health, safety, wellbeing and safeguarding.

Rate of pay: £15.08 per hour
Hours of work: Monday – Thursday 9am-12.45pm / Friday 9am-12.30pm
Holiday pay accrued from first day of employment
Temporary basis for 3 months initially
