MPA Recruitment has been appointed by a leading organisation in Qatar to source a HR Expert/Advisor to join their Human Resources Department. This is a new position within a large government institution that are working to deliver state of the art infrastructure and buildings that would meet the needs of the country well beyond the highly anticipated 2022 football World Cup.

You will be responsible for developing the overall HR strategy with the Manager of Human Resources, including plans and policies to help achieve organisational and individual business objectives. You will contribute pro-actively to the Manager of Human Resource through the development and implementation of best practice HR operating systems and procedures. You will have the overall responsibility for the performance management system which is used within the organisation and ensure consistency of its use and suggest improvements.                             

You will provide advice to the development and implementation of employee training and development programs required by the organisation, including the implementation of a program for identifying and developing employees with high potential. You will also provide advice and assistance to the Manager of Human Resource in the handling of employee relations issues, complaints and/or grievances and determination of appropriate disciplinary actions. You will also establish relevant performance targets for the department in conjunction with the Manager of Human Resources, ensuring that they are realistic and support the organisation’s objectives. You will also develop long-term plans and appropriate strategies to ensure these objectives are achieved.

You will assist the Manager of Human Resource in the strategic planning and the subsequent fine tuning of the strategic plan of the Department. You will continually monitor and evaluate organisational structure/staffing levels to accomplish organisational goals and objectives. As appropriate, provide recommendations for changes to the Manager of Human Resource in order to achieve business objectives. In conjunction with Manager of Human Resource, you will evaluate procedures and technology solutions to improve human resources data management across the organisation.

You will have a minimum of 20 years working experience out of which a minimum of 2 years’ experience in a leadership role. You must have a university degree in Business Administration, Human Resources or in a similar subject. A Master’s degree is also desirable.
