MPA Belfast are recruiting on behalf of Antrim and Newtownabbey Borough Council for a temporary Health, Safety & Wellbeing Officer, based in Antrim.


Essential Criteria

Communicative English, both verbal and written

Degree or equivalent qualification in a relevant discipline e.g. risk management, health and safety, environmental health etc.


Possess at least 4 years’ relevant experience in a Health and Safety role including policy implementation, training and providing advice and guidance to managers


A relevant professional qualification e.g. NEBOSH Chartered membership of a relevant professional body

Two years relevant experience in a Health and Safety role including policy implementation, training and providing advice and guidance to managers

Access to a form of transport that enables the postholder to fulfil the requirements of the post


The Job Role

Assist with the development, implementation, promotion, monitoring, evaluation, enforcement and review of the Council’s Corporate Health, Safety and Well-Being Strategy and all supporting policies, procedures and plans.Identify any internal or external changes with the potential to affect these documents and prepare reports accordingly for the Corporate Health and Safety Manager.

Act as the primary source of specialist technical advice and guidance to management and staff on matters relating to Health, Safety and Well-being, including informing and facilitating internal policy review and developmentIn partnership with Line Management, fully implement a comprehensive programme of safety audits and inspections.

Where considered appropriate recommend to the relevant Line Manager / Head of Service the suspension of any task or activity that is likely to result in injury or to place the Council at risk of prosecution or liability.

Co-ordinate and support the work of the Council’s Corporate Health, Safety and Well-Being Committee and facilitate consultation with the Trade Unions in respect of health and safety matters.

Provide Line Managers with the necessary skills / tools to identify hazards within their workplaces enabling them to take the necessary risk control measures in line with the requirements of the Management of Health and Safety at Work regulations (NI) 2000.

Plan, design, co-ordinate and deliver health, safety and well-being training programmes. (Including manual handling training, DSE assessments, risk assessments, accident/incident reporting and investigation, and education and awareness programmes).

Carry out critical reviews and offer technical guidance for proposed associated council development projects ensuring Health, Safety and Well Being responsibilities have been considered.

Establish, manage and maintain adequate administration systems to support the Council’s health, safety and wellbeing policies and procedures.

Additional Information

Working pattern is Monday - Friday 9am-5pm, and may include some weekends.

Rates of pay is £16.28 p/hour

The vacancy is 3-6 months initially with possible extension
