Job Role: Estates Manager (B6)

On behalf of our client, MPA Recruitment are recruiting Band 6 Estates Officers (Mechanical) for their large public sector client in the Lisburn area.

The post holder is responsible for the management of specific elements of estates operations relating to the development and maintenance of the built environment, engineering services and physical assets.

As an Estates Officer, the post holder will manage a cost effective and efficient service that supports the corporate aims of the Trust in meeting its aims of quality of service commensurate with a modern and efficient Health Service.

Location – Greater Belfast

Hours of Work – 37.5 Hours Per Week

Salary - £19.10 per hr

Main Responsibilities

  • The raising of work tasks and issuing same to the appropriate service provider.
  • The tracking of tasks from inception to completion
  • To be responsible for the management and development of all manual and computerised administration systems within Estates Department.
  • To assist the Estates team in the administration of the planning, development, and management of the Estates programme.
  • To support the Head of Estates in the development of the Property Asset Management Plan and other key strategy documents.
  • To develop business cases in line with NIAS and Department of Health Policy.
  • Undertake research for reports, engagements, briefings, and meetings to assist the management team.
  • To assist the Estates management team with the preparation of reports and tenders as required.
  • To be responsible for the development and maintenance of efficient data handling processes to support Estates staff.
  • To maintain facilities related databases using a range of software packages and monitor key management systems.
  • Collate and manage information for Departmental returns to the Department of Health (DoH) relating to Estates.
  • To maintain and monitor the lease action plan for Estates and update the Department of Health (DoH) Properties Management branch as required.
  • To be responsible for organising and attending internal and external meetings with the management team and ensuring all necessary follow up actions are completed as required.
  • Provide Helpdesk cover as and when required and update facilities management software.
  • To maintain adequate stationery and equipment supplies.
  • Essential Criteria:

Essential

Possess a HND, or equivalent, qualification in a relevant subject e.g. Business, Finance, Management.

OR

A minimum of five years recent demonstrable experience of managing contracts and procurement in a fast-paced environment.

And

Significant experience in the use of a Computer Aided Facilities Management (CAFM) package such as 3i, MICAD etc.

Have at least 3 years’ relevant management experience within NIAS, both multi-site and multi-disciplinary, of managing.

a large and diverse property portfolio.

monitoring and delivering facilities projects and services.

Demonstrate a successful track record in developing and maintaining productive working relationships with senior colleagues and stakeholders.

Demonstrate a successful track record of managing contracts.   

Demonstrable experience in developing business cases, assisting in the delivery of budgets, contracts, procurement, and monthly reporting within NIAS.

Can demonstrate:

    1. Excellent planning, organisation, prioritisation skills and attention to detail
    2. Good communication skills (both oral and written)
    3. Strong customer orientation
    4. The ability to work under the pressure.
    1. Competent in the use of Windows and other Microsoft applications.
    2. Possess a current driving license or have access to a form of transport that will permit the candidate to meet the requirements of the post in full.

      Desirable
  1. At least 3 years’ relevant experience of working in facilities management, at middle management level (Band 5 and above)

  1. A minimum of two years recent experience of working in NIAS

  1. A recognised Health Care Leadership qualification
